Try to think of moment of inertia as the angular analogue of mass. To understand it better, you might want to look up a derivation of a hoop and disk`s moment of inertia. Essentially, the hoop`s is higher because it`s mass is distributed more around the edges (a higher radius) than closer (a smaller radius). Hope that helps!
