Yes if they are at same temperature even though one object can hotter than other as we know

C is the specific of the object 
It depends on the melting point of the object  that is how high melting point of that object.

No, one object can not be hottter than another if they are at the same temprature. for more detail please read the Zeroth Law of Thermodynamics.
