in HF, there are three lone pairs . but it has only one H atom So there are not enough number of H atoms to bond with all of the lone pairs available and then you also end up with two bonds. One of the bonds from the only H atom and other one from the lone pair present ..... Therefore HF can maximum form two hydrogen bonds
