if we mix ch3cooNa and Hcl in 1:1 molar ratio, will it form a buffer?

THE SOLUTION WHICH resist the hydrogen ion concentration on dillution or on addition of a small amount of acid or bases , 
in that case we can call it as buffer solution , 
and as far as your case is concerned about the mixing of ch3coona and hcl , in equal amount , then yes , they can result in a buffer solution . 
that would result in a ph of 6.06 if i cosider it to be 0.1 M ,
