Dear Student,
According to the Arrhenius concept acids give H+ and bases give OH-.
aqueous Na2CO3 on dissociation gives Na+ and CO3 2-. Na+ ions form NaOH with water. NaOH dissociates to furnish OH-
aqueous NaNH2 dissociates to give Na+ and NH2- which on reaction with water form NaOH and NH3 respectively. these two act as bases in solution.
