the hydroxyl group is situated closer to the carboxylic acid group , in salicylic acid than in para hydroxy benzoic acid . 
this increase acidity in two ways 
1- the electronegative hydroxyl group stabilise the ionise form of carboxylic acid group . 
this occurs in any carboxylic acid when nearby hydrogen atoms are replaced with more electronegative atoms like oxygen and chlorine . 
2- the -ve partial; charge on the oxygen atom weakly attract the hydrogen ion away from the carboxylic acid group . 
which encourage dissociation .
