Here the principal functional group is a carboxylic acid. So the aldehyde part has to be named as a substituent.
 
But there are two ways to do this:
  1. formyl – When the “C” of the -CHO group is NOT part of the parent chain
  2. oxo – When the “C” of the -CHO group is part of the parent chain
​Going by the question, since it says formyl, we must exclude the C of -CHO from the parent chain.
 
This would give us this structure:
     H
     |
O=C-CH2-CH2-COOH
 
HOWEVER, as you can clearly see, this violates the longest chain rule.
Given a continuous chain of 4 C atoms, we cannot choose a 3 C chain as the parent chain.
 
So the RIGHT WAY to name this compound is: 4-Oxobutanoic acid
