It is a kind of elimination reaction . Reaction occur through conjugate base held with bad leaving group i.e. Stronger bases.
it is a two step process
in step one strong base attacks on beta hydrogen from back side and carbanion is formed( conjugate base)
in step 2 as a result of self stabilization leaving group departs and an Allene is formed
