for aromatic amines(anilines the lone pair is invoved in the conjugation with thenring and so less electron is available for donation as compared to aliphatic amines).
So IV is most basic and II is least basic as electron ofg N would be involved in conjugation with the side electro withdrawing group(CO).
Hence order is:
IV>II>I>III
