Basicity of amines are different in gaseous and solution phase. In gas phase, basicity depends upon +I effect i.e. as electron density increases, basicity increases, order of basicity will be (c2h5)3n>(c2h5)2nh>(c2h5)nh2>nh3While in aqueous solution basicity order changes because of solvation effects. Due to greater hydrogen bonding in secondary and primary amine than in tertiary amine, order of basicity will be (c2h5)2nh>(c2h5)nh2>(c2h5)3n>nh3
