3.5 + 4.5 = 8
+          +
9.5 -  3.5 = 6
= 13    = 8

Dear student 
First let us try to solve the two left boxes top and down.
We need two numbers which sum to a total of 13
Let us assume the two numbers to be 7/2 and 19/2
7/2 +19/2 = 13
Next , the second box which which sum to a total of 13.
Let us assume the two numbers to be 9/2 and 7/2
9/2 +7/2 =8
Now,
To solve horizontally,
7/2 - 8 = 9/2
and,
19/2 -6 = 7/2
So, the order would be,
7/2   +       9/ 2   =  8
 +               +
19/2    -      7/2    =  6
 =                =
13                8
