First of all answer given in your attachment is wrong.
Correct answer will be calculated as
Angular velocity of tip of second’s hand w = 2π/60 rad/s = π/30 rad/s
velocity of tip v = w*r = π/30 cm/s
Let the initial position of second hand is at 12 and final is at 3.
then intial velocity v1= (π/30)\hat{i}
and final velocity v2 = (π/30)(-\hat{j})
change in velocity = |v1-v2| = π(2)1/2/30 cm/s
