Change of velocity of both the balls depends on change in K.E., which further depends on change in P.E. (bcs under any conservative force, change in KE + change in PE=0).since Both the balls will have same change in PE(i.e. mg*heightofcliff), so both balls have same velocity when they hit the ground. ratio of velocities = 1
