Dear student 
Let the length of  pipe having diameter 0.4 meter be x 
Equate the length to diameter ratio , it wil be constant 
x/0.4^5 = 1800/0.5^5 + 1200/0.4^5 + 600x / 0.3^5
x = 0.4318 meter

let,le is equivalent  length and l1,l2,l3 are lengths of piping system,de is diameter and d1,d2,d3 respectively
le/(0.4)^5=(1800)/(0.5)^5+(1200)/(0.4)^5+(600)le/(0.3)^5
Therefore,le=0.4318 m
