A simple way to understand this is to considerthe motion of the rod which lies between l/4 and 3l/4.That mass is moving in a circular trajectory hence there must be a force towards center of the circle acting on it. The only 2 forces acting on it areT1 towards center and t2 away from center. As net force must be towards center t1>t2.
