What do you call the characteristic of a magnetic material whereby a change in magnetization lags the application of a magnetizing force?

This is characterised by hysteresis.The magnetization of the material does not follow the change in the magnetizing force and and some materials retain some value of magnetization even after the magnetizing force is reduced to zero.
