Why perchloric acid is weak oxidizing agent at low temperature but stronger at high temperature?

The temperature at whih it show thiss behaviour is 70 degree celsius.
And hence, below this temp. it is non oxidizing agent and at very hot consitions  it behave as oxidizing agent as due to because it form many explosives at very high temp.
