electronegativity varies across the periodic table . 
it will increase from bottom to top in a group . and increase  from left to right across a period , 
so, concerning that trend , if we can compare F and cl then 
F WILL BE THE MOST ELECTRONEGATIVITY ELEMENT IN THE PERIODIC TABLE . 
AND FRANCIUM IS THE LEAST ELECTRONEGATIVE ONE .

@shirinElectronegativity means when two atoms are bonded with each other.The stronger element among those two attract the other element.This attraction is known as electronegativity. It increase across the period and decrease down the group.So if we see with respect to this increase across the period and decrease down the group we will find that fluorine is the most electronegative element,whereas chlorine is the most electropositive element and francium is the least electronegative element.
