It is based on Law of conservation of energy.

Kirchhoffs laws are simply a special case of Maxwell’s equations.

Energy is conserved in an electrical circuit as long as no electromagnetic interference (changing magnetic flux) is affecting the circuit loop.

Because remember that a changing magnetic flux (moving a magnet back and forth inside a closed loop) induces a voltage across the loop, thereby adding energy into the system. So if that’s the case, you can’t use KCL and KVL and you must use Maxwell’s equations.
