If dielectric is placed between plates of athe capacitor ,is it internal or external field that get reduced

External field is the field that you apply.How can it be reduced?
When it is air between the plate,the field in air is equal to the applied field.You can call it the internal field because it is field inside the air.
When you place another dielectric between the plate,the atoms inside dielectric are polarised.Hence they create a field in opposite direction to the applied field.So field inside the dielectric is not equal to the applied(or external) field,but less than it.
