Consider the pn junction connected to an external voltage source. If the positive terminal of the battery is connected to the p- side and the negative terminal to the n- side, the junction diode is said to be forward biased, because the negative terminal will repel free electrons in the n- region towards the junction, and the positive terminal on the p- region will push the holes and then combine at the junction. But for each combination, a free electron will enter the n- region from the battery, and a valence electron will leave a p- region to go to the battery. Therefore, the current will flow.
