By symmetry
the potential at the centre due to half sphere will be half of the complete sphere.
Hence
Vc = 1/ 4(pi)(eppsilon) * 3q / 2 / 2R
Vc = 1/ 4(pi)(epsilon) * 3Q / 2R {Q = q/2}
