The answer is option (b). The centre of the square is equidistant from all the four corners. We know that E is a vector quantity and V is scalar. As E is vector, all four point charges contribute equally and cancel each other. But as V is scalar, contribution of each point charge gets added up. So E=0 and V is non zero.
