as bulbs r connected in series P=I2R
the bulb with more power will have  more resistance (in series i is const. so Pis prop to R)
the bulb with low resistance will glow more

for calculating resistance, consider the bulbs individually and use P=V2/R
here V will be constant for both. R1 > R2
then when they are connected in series use P=I2R
since they are connected in series current will be same.
and R1 > R2 so P1 > P2
