bit mesra earned a good image in terms of placement and quality education . 
and also check your intrest , if u are intrested in chemical then, bits mesra will be the best choice for you . 
without any thinking go for that . 
and abt cse in iiit bbsr , that are 1 new institute , there u have to limit yourself with some faculty and also placement status are not good their . 
and every branch will be good , if u have intrest . 
so, go for bits mesra , and study hard their .
