DCE and PEC are both very good engg. colleges. Both have a good placement record and are reputed institutes. But if u have to choose amongst them, then go for DCE. Since its located in the capital city , u get a better exposure than being in PEC. Also, during the placement, many companies come and visit the college.

BITS Goa has not gained much recognition till now and i wouldn't suggest u to go there. BITS PIlani is the only institute that holds a reputed position.

So, my suggestion is to go for EC, in DCE.
