Since it is a non stoichiometric compound of TiO, and it is given that the composition of Ti ranges from 0.75 to 0.69.
Therefore, the formula of compound is = Ti0.75O or Ti0.69O.
We need to calculate the minimum percentage of O (by mass). So we will calculate the mass % of O in both cases when Ti=0.75 and Ti=0.69.
For Ti0.69, {16 × 100} / {(48×0.69) + 16} = 32.573
For Ti0.75 
{16×100}/{(49×0.75) + 16} = 30.769
So answer is 30.769%
