Its very important that this problem is solved as early as possible or else with growing age his performance will be affected more and more as difficulty level of subject increase.
The problem with him might be that his basics are weaker and thats why every time he sees a new question he is not able to solve. His maths teachers needs to teach him a clear cut approch/ method for solving problems and also tell him in which type of problems he needs to apply that approch/method.
