Both the cyclic and non-cyclic events of electron transport pathways are independent of each other. But, non-cyclic event is related with chemiosmotic hypothesis.

Now your second question and this will defince the topic much in details.
Photolysis of water occurs only during non-cyclic event. The electrons are accepted by PSII (as believed) and the H+(protons) temporarily, which later takes part in chemiosmotic hypothesis (which explanation of Photophosphorylation).
