Let n1 = frequency of police car horn heard by observer
n2 = frequency of stationary source heard by observer
v = velocity of bicycle
Then
n1 = [(330-v)/(300-22)]*176
n2 = [(330+v)/(300)]*165
n1 – n2 = 0
Sov = 22m/s.
