2% by mass of carbon means

100g of compound has 2 g of carbon.

There should be atleast one atom of carbon (for condition of minimum molecular mass of compound, as we know carbon is present and it cannot be present in fraction)

So 1 atom of carbon= 12 grams.

So there is actually 12 grams of carbon present in the compound, which should be 2% of the total molecular mass.

(2 × X )/100 = 12

X = 1200/2

X = 600g (minimum molecular weight)
