Please find the solution to your problem below.
 
I.E.He+/I.E.Li2+ = (ZHe+2 x nLi2+2) / (ZLi2+2 x nHe+2) = (4 x 1) / (9 x 1) = 4/9
or, I.E.Li2+ = 9/4 x 19.6 x 10-18 J
                 = 4.41 x 10-17 J/atom
