When there would be only some halogens or substituents attached not any functional groups perhaps!
For example Halogens attached to the main carbon chain like Br Cl F etc.

Bromo would be first priotrrized as starting from B alphabet.

And yes Nitro is also considered for aplphabetically numbering when acting as a substituent.
