What is the role of Zn + NH4Cl and SnCl2 + HCl with the R – CH2 – NO2. and What is tautomerism?

I’ll have to see for your first question, but can explain the 2nd 
Tautomerism  is a kind of isomerism (one molecule with different structures). In tautomerism a hidrogen(H) atom migrates (moves) from one polevalent atom(2+ valency) to another polyvalent atom within the same molecule. Or you may take it a kind of isomerism in which hidrogen atom jumps withing a molecule and thus increases its stability. So more tautomerism = more stability.
