Becoz Rate of SN2 is directly proportional to  delta positive charge on alpha carbon and also inversely proprotional to steric crowding.
And moreover due to this,
Rate of Sn2 is only applies for 1 degree and 2 degree carbon.
 
 Tert butyl chloride therfore has vast steric crowding and thus it is more stable for SN1 reaction rather than SN2 raction.
