Nitroso group, i.e, -N=O is an electron withdrawing group as due to high electronegativity of oxygen, the pi electron cloud in N=O bond will be drifted towards the same, thus compelling nitrogen to pull electrons from the nucleus hence deactivating the nucleus like any other ring deactivating group. It does so by strong -R effect which is accompanied by its -I effect. Hence the major product formed in the bromination is m-nitrosobenzene.
