In bicyclic compounts if functional group occurs in b/w then from where we start counting i mean where it takes less no to reach f.g. or more??

In By-cyclic Compounds if Functional Group Occurs in Between them just like this example

In this one You can see that my Numbering Start from Functional Group and move towards my biggest cyclic compounds .
Or
Lets say my Functional Group attached at 2nd position then my numbering starts from same join with 1 position and my functional group gets the 2nd position.
So you can say that we are always trying to give my lowest position to the functional group.
