In Vinyl chloride chlorine atom is ready to donate the lone pairs in Resonance which gets a partial positive charge on it and hence this is not case in ethyl chloride.
 
And also dipole moment equally varies with bond length.
Hence larger the bond length greater the dipole moment.
That is only possible in ethylchloride.
