Ist one is easily hydrolysed since in second one H-shift is involved. And also in second one little amount of butan-1-ol is formed as minor product.

both will follow the SN1 mechanism as a stable intermediate can be formed. hence as secondary carbocation is more stable CH3CH(Cl)CH2CH3 is more easily hydrolysed.
