out of pchloroaniline and meta chloroaniline which is more basic and why?

Para-Chloroaniline is more basic than meta-chloroaniline.

If we draw the resonance structure os chloro aniline we see that Para-chloroaniline can more easily abstract a proton which makes it a more basic.

since chlorine is ortho - and para- directing group (which means it increases electron density at these two positions), hence para isomer of chloroaniline will be more basic because the NH2 group of this isomer will be having more electron density , thus a good electron pair donor  hence the more basic it will be.
