Dear Anuj,
Let firstly that both charges are placed at distance ‘d’ without dielectric
So, force b/w them = q2/4​πε0d2
Now we shift them towards each other at distance t
Keeping for constant so now 
F = q2eff /4​πε0t2
It comes out qeff = q(1-t/d)

Now simply put dielectric b/w 2 charges having charge  qeff =  q(1-t/d) located at distance t
use formula  q2eff /4​πε0εrt2
εr = simply 3k/4 as it is varing linearly
