In question(see attachment)we have to find the value of F so the object has only translatory motion.And in its explanation it is given that the object will have only translatory motion only if F acts at CM.But why we should choose CM as axis why we don't choose any other axis.I have seen many question like this.So,please please clear my doubt.

It is a case of translation motion without rotation. The force should act at the centre of mass
 
Ycm = (m*2l) + (2m*l) /(m+2m) = 4l/3
