The surface tension of the water is larger than the surface tension of the soap solution.
When we blow water bubble, the surface tension of the water is too strong to hold the bubbles. Due to it, the bubble does not last long and collapse very quickly.
If we blow soap bubble, the surface tension of the soap solution is not much strong. This makes soap bubble to stay longer in its shape without being easily collapsed.
Therefore, we blow soap bubbles instead of water bubbles.
