No, the translational kinetic energy of a system cannot change into rotational kinetic energy of the system in the absence of external forces.
In accordance with the law of inertia of direction, a body by virtue of which it is unable to change its direction of motion without the help of an external force. So you have to must apply some external force to change the translational motion of the body into rotational motion of the body. Therefore the translational kinetic energy of a system cannot change into rotational kinetic energy of the system in the absence of external forces.
