By bernoullis principle the velocity of liquid coming out is v= (2gh)0.5 the mass of the liquid coming out in 1 second m= dAv
where d is density A is area v is velocity
per second this much mass is coming out with the velocity v
therefore change in momentum per second= mv  which is equal to the force
therefore force is proportional to v2 which is proportional to h
