U would have to draw the situation first then similarize thriangles to get the relation in height and speed.
.
Assume at s distance the lamp is at h height
and H remained as and s0 be the  shadow distance with s0 > s.
then similar the triangles U would get as:
v/(H-h) = v’/H
get the v’.
