 no a stone cannot be whirled in a perfectly circle it can be approx. circle if the velocity is infinte

no a stone cannot be whirled in a perfectly horizontal circle. the string cannot remain perfectly horizontal in the process of motion.

the stone will move in a circular path in the horizontal plane but the string will make some angle with the horizontal as the vertical component of the tension will balance the weight of the stone.

the angle between the string and the horizontal will tend to zero only when the angular speed of the stone tends to infinity.
