See the question is quite simple.

There are 2 points on the rim in the same level as the com of the disk. Now these points have two velocities - rotational and translation at right angles to each other and since  the rolling is pure , we know that v=rw.

Therefore the net velocities of these two points is the resultant of v and v and that is v root2.
