With this rank, and going by the last year's cut-off for IIT-Roorkee, you could get through Civil or chemical engineering at Roorkee.
About the two options at Guwahati and Roorkee, if you can get through mechanical engineering then that would be a preferable option. As the demand for civil is much less than that for mechanical. It would also help you during your placements. And both of them are IITs, that's enough in itself.
