Fluorine has +1 oxidation state.
Structure of HOF is HO-F.

Let the oxidation state of F is +1. Oxidation state of OH is -1. Hence net charge on compound is zero.
Therefore, x -1 = 0
Therefore, x = +1
So, oxidation state of F is +1.

Though most electronegative element of periodic table F mainly shows negative 
oxidation states. In some cases like here in HOF, the +1 O.S. of F is seen because
( OH) is a very strong oxidizing agent which can successfully withdraw 1 electron
from F.
Moreover, F does not show positive O.S. greater than +1 due to absence of vacant
d_orbital in its outermost shell.
